Smart Label Leader Draw Order and Drag State Leader Config

Is there a way to make a smart label in drag state leader show up behind the label? I have a text box that I have anchored to center with the leader number which I'm trying to display above the leader.

Also, the leader line comes out very long by default and it doesn't look like there is a way to change it's lengths from the settings that I can see. Am I missing an option somewhere or is this not possible to edit?

You only have the control that is presented on the Dragged State tab. This is a big wish list item for many users.

It definitely would be an awesome and i suppose simple addition. Do you know where one can vote for this to be developed in future?
