QTO Takeoff command stuck on one alignment

I have a metric pay item list and trying to apply to certain links for area calc. have 2 alignments. the takeoff works for one alignment but when I wnat to switch to the other alignment the input box is greyed out and no change is available. am I missing a setting somewhere?

if I select the limit extents box I get the the option to select and alignment and then unselect.  seems that it should not work that way.
