PULLING MY HAIR OUT!!!

This just started happening and I don't know what setting or update changed it but I need it to go back to the way it was... 

So, I have AutoCAD Civil3D 2017 and I built a 3D model of a powerhouse. Now, I want to draw some polylines and I enter the command PL or 3dPL or anything, even point, and if I am not hovering over my 3d solid then my USC is World and I can draw a polyline with snaps and everything... BUT as soon as I am over my 3dsolid my USC changes to unnamed and my snaps don't work and the polylines go everywhere. I end up having to draw a random polyline off to the side and then dragging the grips onto the 3d solid... please someone help me.

It sounds like dynamic ucs is turned on.
