Publish with DWG to PDF issues

I'm running C3D 2019 with all updates and noticed multiple structure profile labels missing in pdf, but they are there in cad. See pics. If I publish sheet separately, the labels show up in pdf. Has anyone figured out why this is occurring? Is it a memory issue within Adobe? My PC is fairly new and I consider it to be good.

 

My PC specs are as follows:

Intel Core i9-10900X CPU @ 3.70GHz 3696 MHz 10 Cores, 20 Logical Processors

128 GB RAM

64-bit

NVIDIA Quadro RTX 5000

Primary Drive (C) is SSD @ 475GB

Secondary Drive (D) is HDD @ 931GB

What if you move that label so that it is completely inside the print boundary.?

It is inside the print boundary. My viewport covers 3 other profiles on same sheet and everything is within the Viewport.

 

One thing I did notice on 1 of the profiles with "missing" structure labels inside the PDF, I could not select the "missing" structure profile labels in cad even though I could see them. However I could select the other structure profile labels. So, I gripped one of the structures and added labels and the 2 profile structure labels that I couldn't select suddenly disappeared...lol. Go figure! Some voodoo mystery stuff there.

 

Also, I rebooted cad, opened up drawing again and 1 of my structure profile labels would not appear despite doing a REA, so I drew a polyline, deleted the polyline then performed another REA and walaa, structure label showed up. Any suggestion on that?

Too add to the mystery, I labeled all the missing profile structure labels again and performed a purge and audit which found/fixed no errors and then I clicked save. I now have 2 labels appearing for each of the structures I just labeled again. So, the voodoo labels are back. Is this a graphic driver update issue or a cad issue?

So I ended up deleting the "missing" profile structure labels and placed them again, then PDF'd the package again and a miracle happened... The PDF now shows the "missing" labels. Not sure what caused this and why it happened, but I have absolutely no faith in publish using DWG to PDF. I guess from here on out, I will have to comb thru every PDF and check every structure profile label to make sure what I did in cad reflects in the pdf.
