Problem importing DXF file

I have a folder with a DXF file in it. The DXF does not have a coordinate system defined but I talked with the BLM and they told me it was in nad 27 lat long. 

I cannot seem to make any type of file off of this that is working with importing into my Civil 3d drawings with a coordinate system of CA83-IIf.

If anyone could help that would be great.

What version? This might be just a simple projection thing.

Cody,

Where did you get that DXF? The Coordinates are WAAAAAAY too large to be Lats and Longs.

The DXF file is giving you CAL State Plane, NAD 27, Zone II US Foot. After using DXFIN to open the DXF, saveas a .dwg. Use EDITDRAWINGSETTINGS to assign CA-II as your coordinate zone. Use GeographicLocation command to access online maps. The dxf linework follows the shoreline very closely.

 

Regarding LAT/LON: The file with the extension .dtm holds the Lat/Lon values,  although you need to divide the numbers by 10,000 to move the decimal points four places to the left. I'm not sure why they are formatted this way, unless the original software had a problem with how many places it could carry right of the decimal.

Yes I guess I was using the wrong coordinate system. The director of GIS at BLM told me it was lat long nad 27. Could I please ask you in which file you found the coordinate system ca-ii listed?

I input a lat Lon coordinate from the .utm file into Google Earth. It took me to Benecia area. I know that to be zone 2. You had said NAD 27, so I opened the DXF, saved as DWG, assigned the coord sys CA-II, then used geolocation to view the imagery in relation to the line work. It lined up perfectly, confirming I had the right coord sys.

In the ".adj" file it says "SEE .COR, .GEO, OR .PGC FOR COORDINATES". Greatest precision seems to be in the ".geo" file, which is DMS. The ".utm" file needs, as Tim says, to have the decimal point shifted, but keep in mind that data is not decimal degrees. By hitting the "Transform" button on the EPSG site, and plugging in Point 100100 Coords:
