What does it mean to have this option?

I pick "No" but the superelevation works fine. 

Is this something else besides Superelevation?

Mostly roads/highways are rotated from the CL.

But there are certain cases where we rotate the road (Axis of rotation) from the inside edge of the median or outside edge.

Those are called potential pivots.

Design is not affected by selecting it on/off. It just gives a visual display of how it is pivoted.

For me the CL is the pivot but good to know for the moment!
