Polyline Fill will not display

Visual style is set to 2D wireframe,  Apply solid fill is checked.  fillmode set to 1.  Polylines display fill in model space but not in in paper space.   I am using Civil 3D 2016

Could your Visual Style be set to something other than Wireframe ?

From Paperspace, try running Command: VISUALSTYLES.

What @Jay_B is saying is that Visual Style can be set "per viewport" so having 2dWireframe set when you're on the Model tab doesn't necessarily mean your layout tab's viewport(s) is set to 2d Wireframe.
