Points show in model space not layout space

I am not too familiar with points in Civil 3d so I am not sure what I should be looking for.  We have a whole library of points that work fine in model space.  They are annotative so we can change the scale and the scale of the point changes as well.  However I cannot insert the points into the layout space and have them show.  To insert the points I was using the points pull down menu and then create points. The reason I want to do this is I want to use the predefined points (symbols) we use, in the legend instead of creating a block for that point.

Please try this.

go to --> view----> show annotative objetcs 

and pick --> all scales

That definitely works to show all the blocks that I have in the drawing, but I want to show the predefined Civil 3d points that I have in the drawing in Layout space.  I have created 4 points and I can see they have been created by looking at the "Next point Number", but again, they don't show even using the view you suggested.

The points I create in layout space are actually found in model space once I switch tabs, so they are being created, just not where I want them to be.  I figured out I can copy and paste them from model space to layout space so I am getting closer.

Are you trying to get C3D points to physically reside in layout/paper space. If so that is not possible

Points [or anything else that has a definite spatial position defined by coordinates] do not belong in Paper Space (Layout Space). You must create them in Modelspace and view them through a viewport created in Paperspace. If you don't see them in the viewport it could be layers frozen in the viewport or the viewport does not encompass them.
