PIPES INSERTING AT THE WRONG SIZE (SCALE?)

Hello everyone,

     This one is really racking my brain! I'm trying to create a pipe network but when I do, everything comes in correctly except the pipes. In properties, it gives me the correct length and width of the pipe, but in the plan view it's displaying the pipe as if the inches were feet. So, my 21" concrete pipe displays as 21 feet on the plan. The structures and alignment all display correctly, only the pipes are doing this. My units are set to decimal and feet. 

     I think it's something simple that I'm just missing because I can't find anyone with the same problem.

Is it all pipe sizes or just the 21"?

I opened your file and swapped to both 18" and 24" and the pipe sized correctly, although I'm not sure if its interacting with my parts catalog.

Also, its odd that an imperial file is referring to pipe size in feet vs the default of inches.  Is this pipe from a custom pipe part?  if so, recheck the size values in partbuilder.

It's not a custom part. I'm using what came out of the box as far as I know. (although I am inheriting this from another CAD guy who left the company)

I've done another project with these same parts and did not have this problem.

When I swap for another size, I also end up with the correct size, therefore, I suppose it must be a custom part. I see no other explanation. Thanks.

Looking at the properties of the inserted pipe it does appear like values in the RCP pipe part have been edited from their originally installed values.  A 24" pipe shows a diameter of 2'.  I'm guessing the values for diameter have been edited to be in feet and the formulas used to size the pipe edited to convert it back before applying it to the pipe, except there is an error for the 21" pipe.
