Where is my velocity?

I need to provide it in the Pipe Table.

Is this intended as a joke? 

If so well done. I totally sympathize that Civil 3D is a joke of a civil engineering program.

If not, maybe ask @TimYarris why Civil 3D isn't BIM, Digital Twin, or is useful as a design tool that provides the output the users need. 

If a real answer is intended I'd suggest modifying the XML file for pipe properties, add a pipe rule, and then create a pipe rule that fills the velocity using the formula you desire.

What you are asking isn't that hard technologically speaking, unfortunately, Autodesk doesn't possess the skill to program it.
