This has happened to me in Civil3d 2022 as well as now 2023. I am creating plan sheets for a design with a pipe network, and my labels are moving themselves (pictured) when I switch between model space and paper space. The issue does persist through plotting (not resolved by simply plotting).
So far I have tried:
Pinning the labels
Editing the label style (I created a new label style to test this)
Assigning a reference alignment
I suspect the issue is either tied to the label style or a spatial issue with the pipe network. Interestingly, there is a workaround. If I save, and then CTRL Z it will reset the labels on my paper space and I can plot (regenall does not work). I would like to be able to avoid having to save and unsave to reset my labels.

Issue was with my profile style.
Fix: Toolspace - Settings - Profile View - Profile View Style - Grid-Axis offset (plotted units)
By default our Grid Axis offset was not 0.0000" (we were 0.300"). I set to 0.000" and the problem was fixed.
