pipe network labeling scaling issue

I have a drawing with 3 tabs and viewports set to the same scale, however two of the viewports show the pipe labels correctly and one shows the label as tiny. I have tried to copy a viewport from the other tab and the labels do the same thing. Is there any way it could just be a problem with the tab? and is there any way to fix it?

I would try deleting the viewport and drawing another. If that doesn't work, delete the tab and re-create it...

We did copy one of the tabs that worked and recreated the dwg.
