Pipe Network default labels layers

I have Storm drain structure and Sewer Manhole Structure labels that need layering control, I need the Sewer structures to default to C-SSWR-TEXT and the Storm drain Structures to default to C-STRM-TEXT. My label styles reference the right layers, the default layers for the pipe network in Prospector are set to the layers I want, and I have the layer I want set current in my drawing. All these defaults are set to the layers I want, and yet the global drawing layer for structure labels overrides everything. Setting the global layer to "0" doesn't help, I still need to manually change the labels to the correct layers. It seems that all the control in the label styles and default are just wasted and the only settings that matter are the global settings for labels. How do I fix this, is there something I am missing?

Maybe post a drawing.

At my last company we had "container layers" that held the objects away from 0.  That allowed us to control everything via the layers in the styles.  In other words the pipe network would exist on "Z-Pipe Network" and then the labels controlled everything else.

At my current company we create a layer for each network by using *

For pipe networks you only get one object layer to set pipe and structure labels to.  The only way around this is to have separate template files, one for storm and one for sanitary so then you can set the appropriate object layers for the labels.
