PDF underlay plots to PDF with boxes and lines through text

Maybe this belongs in the AutoCAD forum, but we're using Civil 3D so I'll begin here.  

 

We have several drawings in which we attached a PDF underlay.  The PDF was created from an AutoCAD drawing, but the original drawing is not in house.  Everything appears correct in the drawing as well as the plot preview.  We then plot the file to PDF using the DWG to PDF.pc3 file (I've tried other PDF drivers as well) and the text in the file appears with a box around out (see image below).  Is there a way to disable this?  I'm not even sure if it's and AutoCAD since it appears correctly in the plot preview.

Thanks for the input @PeterKozub.  There is no text masking and I've verified the FRAMES variable is set correctly (to be off and non-plottable).  I'm stumped here.

I think I figured out part of the problem.  It's not drawing specific.  What I have found is that if I attach a multi-sheet PDF then the boxes appear after the drawing has been plotted to the PDF.  However, if I attach a single sheet PDF then the issue seems to not be there.  For now, I'm going to break the PDF into single sheets and then plot.

CAD Version?  Its hard to get a line on these weird issues without the drawing.

 

I would export the pdf as an image and see if you have the same problem.

It happens in 2019 and 2022.  I found that the issue is definitely with a multi-page PDF being attached vs. a single-page PDF.
