more information:
1. I can open it amd switching it by Microstation. but when export it to dwg it hanged.
2. the paperspace naming seems has text code problem?

Looks like your MS 'export' of the file ...201AF appears to have an incomplete LAYOUT that MAP/C3D here does not recognize as a valid layout. BUT... Manually setting TILEMODE set to 0 will enter it.

Same in your ....203AF file.

Odd one for sure.
