I have files with different civil 3d object. And we have some PC, one has only autocad instoled, another autocad+civil, and the second one has autocad +civil object enabler instoled.  When i open civil's file in autocad on either of thees PC i see only proxy. In example is alighment. Why so?

I have the full version of Civil 3D and I've never had to really use object enablers, but I believe the object enabler is working.  If it wasn't then your Civil 3D objects would appear as a bunch of empty boxes (such as the image below).   The object enabler allows you to see the Civil 3D object in AutoCAD, but it cannot be edited (for safety's sake).  For example, you don't want an AutoCAD user having the ability to modify surfaces and thus breaking the connection between the surface and the Civil 3D.

That is not correct. Firstly, it is possible to see all the Civil 3D objects in AutoCAD as they would appear in Civil 3D, without object enablers. Just because you can see an alignment or surface correctly, does not mean Object Enablers are working. Secondly, whether you see bounding boxes vs or the "ACAD_PROXY_ENTITY" objects depends on how the file was saved in Civil 3D (see PROXYGRAPHCIS variable), and what button you click in AutoCAD when you open the file (see PROXYSHOW variable).

Based on that image, no, Object Enablers are not working. If you see "ACAD_PROXY_ENTITY", it is not working. For instance, if I'm looking at surface in AutoCAD with Object Enablers functioning, I see this:

Check that you have the right year object enabler installed. If you're using AutoCAD 2022, you need to have the C3D 2022 Object Enabler installed. If it's installed, you'll see it an "Civil 3D 20xx Object Enabler" folder saved in C:\Program Files\Autodesk. Example:

If you need help installing, see this article.

Hope this helps.
