I got this message on a drawing. im using civil3d 2017. how can I get such message when I am using latest version???

2017 is no longer the latest version, 2018 was released a few weeks ago.

ok thanks but, we have never opened the troubled dwg. we don't have 2018. how can I get such message?

Only other time I've seen this is someone trying out Beta copies of the software where the final object model changed between the beta & release.

well I don't know about other software. the pipe network and annotation will not open dialogue

The dialogs won't open, the message tells you that. the drawing is toast for c3d object editing in 2017 unless you have 2018 to open it.  One thing you could try is post the drawing,  perhaps someone with 2018 could open it and export the objects as landxml so you can rebuild it in 2017.

Sounds like an autocad issue. Autocad should provide me with a quick fix. What do you think?

There is no quick fix.  Autodesk announced the format change, if someone opened a drawing using 2018 and then saved as 2013 format, there isn't anything Autodesk can do.  if you post the file here, I'm sure there are plenty of people who can get you something so your whole drawing isn't lost.

On the other hand, if there is some sort of an issue where the drawing just thinks there is a problem, perhaps someone could assist in that major as well.  either way, you're pretty much stuck until you can post the drawing or find someone you k ow who can modify it.
