Multiple Images with Transparent Background not showing transparency

Hello,

 

I am having the issue of referencing two aerial images, one has a transparent background and one does not.  It seems if I load only the image with the transparent background the transparency can be turned on and off, but if I load both images I am stuck with black background in the transparent area that covers up the other image.

 

Has anyone had an issue like this?  The only workaround I can see is clipping the image, but if I recieve updated aerials per month, I would like to have the feature actually work rather than clipping it.

 

Please see attached for an example of what I am talking about.
