Most accurate resource for surfaces

Other than actual survey data, is there another resource that can provide accurate DEM, GIS, TIN surface data? What resources are you using for creating surfaces without surveyor data?

Besides survey data, UAV (Drone) data is fairly accurate but still requires some human involvement at the site. Some municipal/county/government sites have data available that will usually state there level of accuracy in a metadata file. It really depends on the accuracy your needing, if you just doing it for a planning purposes, you might be able to get a way with less accuracy initially and then have the survey or UAV come in later.

My state, NY, provides Lidar at 2m or better spacing and 15cm rms or better elevation accuracy. It's quite good but there are no breaklines. So features such as curb lines and wall won't show correctly. We do Highway work so we Survey the road and use the Lidar to fill in along the edges. We also do ground based scanning and have found that it fits in quite well.
