Model Development Management - MDM

I wonder where to download Model Developement Management to handle the data in Civil3D.

Also if there is an manual to use the MDM.

I have never heard of this tool and I was only able to find one webinar discussing it. It seem it is some Highways England tool but it is not part of the UKIE tool kit? 

You might have to contact the ICE or Highways England to gain access to this tool.
