Missing layout tools

Hello...i have a bit of a problem with Autocad map 3d 2012. When i try to insert a scale bar or a north arrow or any other carthographic element i simply can't find the layout elements that are supposed to be in layout tools tab. I've done a lot of research online and can't come up with anything. I'd really appreciate some help on this as i am quite new to Autocad.

Probably best posting in the dedicated Map forum (Civil 3D Map isn't quite the same as standalone Map)

I have 2013 c3d and have the same issue. The layout tools dropdown presents very limited array of choices and has no option for north arrow, scale, etc. Why?
