Migrate Survey Database from SQL CE to SQLite Error

After installing the Survey Database Migration Utility tool, restart computer, open Civil 3D 2020, then right-click on a survey database created in 2018, select Migrate..., use the default folders for the SQL CE folder and the SQLite folder, select Start, an error is returned: "An unknown error occurred. Please try again later."  Any suggestions on how to fix this problem?

I'd try installing the SQL lite again from Microsoft

Our IT guys weren't too sure about how to re-install SQLite since it is integrated with Autodesk when originally installed.  Instead, we copied an old survey SQL CE database from our server to the desktop of my local computer and then applied the migration tool to the old database.  Everything worked fine. . . saved it back to the server and began using it in Civil 3D 2020.

IT checked on the permissions for my computer and the server.  Everything is set to "allowed," so we think it should have worked across our server, but it would not.  Temporarily moving the database to my local machine to make the migration provided for a workable solution.

It's fairly easy to download from MS, and the fresh install I've found is better.... Sometimes OS updates will cause the same issue. Just search MS for the SQLite version and install/reinstall. (I'm no IT guy, and I can do it.)

We finally figured out the real issue that was causing the problem.  When the migration tool updates a database, it writes two *.info files (Survey.sdbx.info and Survey.sqlite.info), among others.  Our security protocols did not give me permission to write those two files to our server.  Once our IT guys gave me specific permission to write and copy *.info files to the server, I am now able to migrate files from SQL CE to SQLite without doing any extra steps and everything works as it should.

Any AD product that I'm aware of requires full read/write admin capabilities. While I understand the lock down it's going to come up again and again.
