Location issues

I'm pretty new to assigning locations to drawings (and civil 3D in general).  I'm working on created a new template for my organization and having a hard time getting the drawings to line up correctly on the map.  No matter what I do, it seems like it is shifted to the east a bit.

 

I've attached two files.  The fist, is the template test file.  I just used our current template to create a test file.  The location is set exactly the same as the file I'm trying to xref in.  I've also attached that file. (G-Map-Boundary).

 

When I xref the boundary into the template test that is where it looks shifted over. 

 

I'm not sure where to look to fix this.  Does anyone have any advice?

Hi @MHDCAD  something didn't look right in your template file, the map was even rotated. I went to the Geolocation tab on the ribbon and clicked the Remove Location button and then went to EDITDRAWINGSETTINGS and on the units and zone tab set the coordinate system.  Seems to work now. Drawing attached.

Hi Josh,
In your G-Map-Boundary.dwg you have the Transformation Tab turned on.
