Linework goes to the back after using Planning and Analysis Workspace

A few months ago, my coworker told me an easier way to add in aerials to our drawings. He told me to use the Planning and Analysis workspace to connect a raster image. After doing it a couple times, I have ran into an two ongoing issues. When I connect the aerial and add in linework(to the front), after saving, closing and re-opening, the linework goes to the back. The other issue is I cannot lighten or darken the aerial after connecting it. For the time being I have been drawing a rectangle over the drawing in model space and using a transparent color.

Use the DRAW ORDER button on the Map Task Pane. Objects drawn using plain vanilla AutoCad commands, e.g. lines, polylines, circles, rectangles, are placed on Map Base. ‘Attached’ entities such xrefs and images are also on Map Base. Generally speaking, anything that’s not using an FDO connection would be on Map Base. The Feature Data Objects (FDOs) are itemized on the Map Task Pane.

You can adjust the brightness of an FDO connected raster through the STYLE EDITOR.

Be sure to click and drag the Map Base on top of the Raster connection to rearrange the draw order of items as @ChicagoLooper shows in the Map Task Pane screenshot
