Layout Tools Contextual Tab Missing - Layout Elements

I recently installed Civil 3d 2017 (infrastructure design suite 2017) on a new computer.  I noticed that the "Layout Tools" contextual tab has been replaced by a "Layout" contextual tab.

In previous versions, within the "Layout Tools" there was a panel called "Layout Elements" which allowed me to insert a north arrow, connected and oriented to a specific viewport.  The "Layout" in 2017 tab does not seem to have this panel.   I've tried right clicking on the panels to see if it just wasn't loaded, but I don't see it even listed.  I tried modifying the CUI, but do not see it listed there either.  I've also performed (a few) clean/complete uninstall/reinstall of all Autodesk products, but that did not solve the problem.

 

Can someone tell me if this feature has been removed?    Does anyone have any workarounds?

 

Below are the screen shots of the tabs I'm referencing.  The first is the "Layout Tools" tab available in paper space from CD3 2015 on my previous computer and the 2nd is the "Layout" tab available in paper space from  CD3 2017 on my new computer

Mine is there. Although it shouldn't make a difference, this is C3D 2017 and not part of a suite.

In the CUI, this is found in:

Acad.cuix > Ribbon > Contextual Tab States

I see the reference for "Layout", but do not see any reference for "Layout Tools" anywhere in the list.

I checked a coworker's computer and he has both.

It looks like you are looking under Civil.cuix.

 

Layout Tools is in Acad.cuix.

I tried typing in one of the commands that is normally included in the "Layout Tools" panel (-MAPINSERTPLE), and received the following error:

The full text is attached.   Any ideas?  Is there a way I could copy any corrupted files from my coworkers computer to replace them on mine to get this to work.

Found this in the error log:

 

System.DllNotFoundException: Unable to load DLL 'AcMapApiStubs': A dynamic link library (DLL) initialization routine failed. (Exception from HRESULT: 0x8007045A)

 

So it looks like you're having issues with a DLL. Kind of difficult to figure out why exactly but reinstalling may help

That's sort of what I'm trying to avoid.  I've already performed (literally) 6 complete clean uninstall/reinstalls.  I've also tried repairing the installation, but keep ending up with the same issue (or new ones).

I would check the following:

 

1) See if it's user specific. If you log into your computer using another user profile, does the issue still occur?

If it doesn't occur, this may help: Resolving User Specific Errors

 

2) If it does occur on another user profile, and you've done a bunch of clean uninstall/reinstall, maybe you have a bad download. Have you tried re-downloading the installer from your manage.autodesk page and using that?

 

Just a couple of ideas. Hope one of them helps
