why I get in my layout scale of 0.00 and I can't change it 

it was all working correctly but then I get a scale of 0.00 like shown in the picture below

As you can see in the status bar, your current coordinates are very far from the origin.

Enter 

Command: _ZOOM _Object _Last <2x Enter>

and check if you get back a usable view.

Otherwise, use the _VIEW command to save and restore the desired view.

thank you for the help I use the zoom command  then (center) and chose coordinate(0,0)
