Keep Model Space Text Same Text Height when Zooming from Paper Space

Hello,

I've come across a bunch of annotative scaling answers for this question but I can't seem to get them to work.

I'd like to create a text style, dim style, and leader style that can be used in model space, but appear as 2.5mm in paper space no matter what the viewport scaling is.

I am currently using an annotative text style set to 2.5 text height in an Arch D layout set to mm. At a 1:1 viewport scale, the text is the right height. However, when I zoom in and out it still reacts to the viewport scaling. I have to create drawings at multiple viewport scales and I don't want to have to manually change the annotation scale every time I zoom.

What is the best option to have text in model space automatically update so that it maintains a 2.5mm height in paper space when the viewport scale changes?

Annotative objects will react to defined scale values. (not an arbitrary zoom)   This is done in model space by setting a drawing scale and in model space by setting a scale for the viewport. (note; viewports can have a 'scale' and an 'annotative scale' setting)   For annotative objects to react to a given sale they also need to have that scale assigned to the object.  This can be set in the object's properties, from a right click menu, or by setting an ANNOAUTOSCALE variable to assign scales when they are set in model space or a viewport.

To add a bit to what @MMcCall402 said, AutoCAD annotative objects will not be a viable solution for this (as far as I know). Civil 3D labels react to the viewport scale and not the annotation scale so they will always be the same size on the printed paper regardless of the viewport/annotation scale. A General Note label might get you what you need.
