I keep having the same problem with the Command Line. Every time I open up Civil 3D my command line will be extended into my second screen. I will use Lock User Interface to hope it will stop it from shifting but it still doesn't work. I'm getting tired of adjust it every time I open a new file and Civil 3D. Would anyone have an answer to my problem?

Turn off auto save changes to workspace. Set up your workspace and save it manually. Should solve the problem.
You will have to remember to manually save any changes to the workspace, but it won't keep resetting the command line.
