Issues with section view label text size in paper space

When I use a layout size such as A3 in paper space, the section view label text size is the same as it is in model space (when both annotative scales are the same). However, when I choose 11x17 as a layout size, the section view label text size is exetremely small. I can't seem to solve this issue and I'm wondering if anybody has experienced a similar problem.

Start the plot command and check the settings in the dialog.  When you use a metric template but your layout has an Imperial sized sheet the software sets the scale to 1" = 25.4 units.  Civil 3d adusts the size of labels and other objects to suit this 1 : 25.4 scale factor but unfortunately doesn't recognize that there are different units involved.

Change the scale back to metric 1 : 1 then Apply the new settings and exit without plotting.  You might have to regen.
