 How the  windows 11 will affect the older version of AutoCAD?  Should I install Autocad 2022 Civil 3D  for windows 11?

For many reasons I'd suggest installing 2022. It's more stable and you won't have to wonder if problems are OS related. Remember to install all the updates.

I'd just install 2022 as while 2018 may indeed run under Win11 you won't get any support if things go wrong as it is an unsupported OS.

 

2022 seems to run very well as long as you install the updates but be aware that the corridor targeting dialogs have changed quite drastically (for the better IMHO). Since getting my new laptop I just jumped straight into 2023 and didn't bother reinstalling 2022
