In my opinion the best ressources are the Youtube-channels created by Jeff and Jerry Bartels:

They cover a broad sprectrum with short and on-point videos.
Autodesk University is another interesting goto but it's sometimes hard to find something that covers exactly what you need.
Once you are working hands on on a real project, a common workflow will be:
Encounter strange Civil-bug/behaviour --> hit Google with "Civil3d *your specific error* --> look for a forum post that solved your issue. 🙂

The Bartels' videos are absolutely vital; they changed my CAD game dramatically.
Edit: I've also recently come across some videos on YouTube by CTC Software that were very informative, but you'll have to filter out the stuff that features their third party software add-ons and focus on the content pertaining to regular Civil 3D only.
I concur with your analysis, particularly with the Bartels brothers, however, if someone is trying to learn from scratch, I recommend they start with the tutorials that are included with Civil 2D.
