Importing .tiff raster image to civil 3D and creating topology/surface

I have a .tiff raster image which i am sharing here . i want to import it to civil 3D and create surface/topology out of it. i somehow got a method to import it to civil 3D but dont know how can i make surface/topology out of it . i also tried by the option "create surface by DEM" but its not working . you can see the image format attached here.

Bacha,
Your Tiff is just a Raster Image with no usable Elevation Data for C3D to create a Surface from. QGIS says it's in ETRF89.TM32 (EPSG:3044) Projection, and that seems to line up nicely with Bing Live Maps. You can use MAPCONNECT to bring in the image, but you won't be able to create a Surface from it.

you mean i cannot produce surface in just Civil 3D or also in QGIS we cannot produce surface

Yes Dave . i need a source in Germany which is more reliable so that i make a surface/topography out of it and import it into Revit so that in the end while placing my building on 3d site , i know my required cut and fill

Nope. You won't be able to create a Surface with that Raster Image.

Hi @shershahbacha9

It won’t be a straight forward approach, but you can use AutoCAD Raster Design to vectorize the image, and/or create analysis styles that better help visualize the terrain. 

Take a look at this toolset:
