Since multi leaders are better than cogo point labels at having the option for multiple annotations, where you might need the label showing up at multiple rotations and multiple scales, i'm wondering if it's possible for C3D to create multi leader labels and mtext labels instead of cogo labels when importing a survey txt file?
No, but you could use LISP to place mleaders on COGO Points.
Unfortunately, that has been the biggest issue with a lot of C3D labels from the start, point labels seem to have the most issues, as they just won't scale down as expect (like all others). I can't say how many times I've had to create details at varied scales and use mleaders in PS to replicate what I already hade labeled. Here it is going on 15+ years and this is still a issue.😔

I like the power of point labels for seeing the point information in different ways, but I gave up on Point Labels for plotting a long time ago. We use them for some very minor info, but for the most part we just use them for seeing the information. We did use some note labels to read the point information, but C3D note labels have their issues too. No spell check and rotations at different scales for two. We decided to stick with Multileaders. Maybe a good idea to meet in the middle and have "C3D smart" multileaders somehow...
It depends on your txt file.
What does it look like? There are many variations a survey in a txt format may look like. To ascertain your specific situation, upload a screen shot of your txt file (with about 20 rows of data). Better yet, upload the txt file itself.

You can use Point Groups.

You can't make a cogo label behave like mtext but you can use, or make, an attribute within block use mtext. AutoCAD can insert blocks with the same accuracy as cogo points.
Why do you need mtext in a cogo point label? Are you implying a description is too long and when a point is labeled, the label needs to be displayed on two lines instead of one?

@ChicagoLooperWe need those labels to look decent at multiple scales and rotations. We can setup the cogo labels to look good at one scale and rotation, but if a sheet is at a different scale/rotation, then the label would not look so good.
