Import points from CSV file inserts points in incorrect location.

Ok lets cover the bases. I have been working with Civil 3d days and have done this process hundreds of times in my career. Yes I have purged, audited and cleaned regapps before coming here.
The original files should have no transformation. It was surveyed by a field crew working in the same system we use. And also I use the same point file format I have used forever.
When the file is imported this time however, the group of points were shifted to the south about 1.6 kilometers from where it should be. Now usually when something like this happens I attribute it to a survey error, wrong benchmark or whatever. So I check an inserted point coordinate with 'ID' and cross reference it with the CSV file, there is a discrepancy.
I manually enter the correct coordinate in, and its where it should be, not where the point is. So I click on the point and check its properties. Oddly enough under properties, is a field called Northing and one called Easting, but its not the coordinates of where the point is inserted, its where it should have been inserted.
A coworker tried to solve the issue and was able to get it to work by defining the coordinate system, changing the import file format to use grid coordinates instead. I tried to replicate his results to no avail. In my reasoning it really should not have an effect, but I am at a loss what to do next.
