You will need Raster Design or third party software. The MAPEXPORT is not mostly for shapefile, it is for shapefile, SDF, KML and other vector formats.
Is your image currently sitting in modelspace at its correct location? If you turn on Bing aerial imagery, is your image consistent with Bing imagery? If yes, try this hack:
Draw a closed polygon around the image. Make sure to use osnap to snap the corners of the image so you have a polygon hugging the edges and vertices of the image. MAPEXPORT the polygon to shapefile, not the image, just the single closed polygon. If you export the polygon correctly, you're good to go.
Next, create a brand new map and assign an appropriate coordinate system to it. Add the newly created shapefile to this new map. Add the image. To make this image work in the new map, use the polygonal shapefile as a guide and (a) move the image to its correction location, (b) scale the image and (c) apply rotation to the image. HINT: the ALIGN command will do a, b and c simultaneously.
