Not quite sure what a "complete surface" means.  I suppose that it is outside the exact boundary of the sidewalk.  You just need to draw a boundary around it and add it as a boundary to the sidewalk surface.

One way of doing it could be to offset the center line to both sides and use that as a line for the sidewalk, haven´t tried it myself but it could work.

Do you mean that you do not want the area between the sidewalks to be included in the surface? You might need to create a separate surface (corridor?) for each sidewalk

you can make alignment offset for each sidewalk , then you can make surface for left & right side walk separately and still with the same elevation from main alignment profile . and make the assembly for each sidewalk.

or if you try to make it both of them like i see in your pic, got to surface properties, change the style to triangulation, and start edit surface by deleting the line.

Under corridor properties, boundaries tab, add corridor extents as boundary.
