Go to the Insert tab of the Ribbon. Hit the LandXML button and browse to your file. You now have a surface just as it was intended to be. All of the points and breaklines are alrready in the surface. You should not have to add anything else.

If the xml file does not contains a surface definition. Any command can convert imported survey features to Tin surface?

Once you import the xml file into a drawing, the point objects and linework are then able to be added to a surface definition.  You may want to make a specific point group to exclude certain points from the surface, but the points and linework are there in the drawing for you to utilize.
