Are you trying to label something like spot elevations of Surface name of do you want the River Name to appear projected on the Surface. If it's text projected on the Surface. You'll have to create a Raster containing the text and Drape it on the Surface.

Use the Express Tool Explode Text it will reduce the text to plines. Convert the plines to featurelines and assign elevations from the surface. Raise the feature lines 0.1 units to they always appear on top of the surface. Add these to the surface as breaklines, make a new surface with them or just let them display as is per your wants/needs.

that way is only for plan view

i want to add the words to the surface and so i added the height label on the surface

and i edited the height label to words

so there comes words which can be seen not only for 2D view but also for 3D view (along the surface height)

If you have typical words to add to “height” labels you can create predifned styles that will contain the words and height
