How do we disable project aware settings in the Civil 3D application?

Is there a way to disable this feature in Autodesk Civil 3D? It's forcing our project settings and support file paths to use whatever project settings were set up when the project was created (which is none because we don't setup our projects through ACC this way). This is making all of our LISP routines and tool palettes unusable, as well as a number of other issues that cannot be resolved/changed unless a project administrator goes in and changes the settings for each and every project we are working on, which is not a viable option. Further, we cannot add/remove/edit these paths in C3D locally because it also requires the project administrator to make those changes.
Can we disable this in our Autodesk application locally so it only points to our manually pathed support files/settings and not the "project aware" settings by default? We've tried to set the "PROJECTAWARE" command to 0, but it's a read-only variable that cannot be edited. If there isn't a way to change this manually, I suggest that a function be added to allow us to do so in a future update.
