How do I scale my drawing in paperspace to print 1"=10' with a ruler?

I'm still not understanding the drawing units and paper units. 

I scaled my drawing so it is 1"=1"  in the model space. This means it should be real world size correct?

I then scaled my paperspace to fit my drawing, but it only fit 1"=100', but doesn't that mean when I measure with a ruler that a real inch is 100' on my drawing? 

I'm trying to print so I can measure a real inch is 10' on my drawing. Please help, thank you!

Post your DWG file, let's see your work. remove any sensitive info and identify where we can measure.

For everything to work correctly as far as annotative objects like text, C3D labels etc. You need to set the label to the actual height.  So if you have label that is .10 you would set the model scale to 1"=100'.  C3D then multiplies the .10 label making it 10.  Then in you PS viewport you set it to the same 1"=100' and all PS objects are drawn at 1=1 so you title block would be 24" x 36" (or whatever sheet size your using), that's just how annotative objects work @

My viewport would only fit using a 1"=100',  but this didn't make sense to me because my 45' line measured at 5" on a ruler

I tried scaling everything to the 1"=100" like you mentioned, but in PS everything is tiny and you can't read any of the text.
