I don't see a need to create break lines. As long as the points are at the ends of the arcs, the featurlines will pick up the elevations from the surface. Once the featurelines are created, the cogo points can go away and the featurelines can be used as breaklines or whatever.
PS this can be done with plain Autocad points as well using the Divide command. I don't know if Divide will work on non-planar arcs though. Too it would require applying the command to each arc whereas the cogo point tools could get them all at once (I think).
