Grading will not daylight correctly

I'm working on a drawing where I am essentially creating a valley fill. I used 'grade to surface' to create the grading surface. However, when it creates the surface, it daylights correctly on one side of the valley, but it stops short of daylighting on the other side. I have attached a pdf that marks up the issue visually and also included the drawing file. Any ideas why it's not daylighting on that one side of the surface?

I created a feature line along the center line and graded to Existing Ground.  It worked fine.

Check the surface you graded to and the borders you are using.

The slope lines are always perpendicular to the feature line used for grading. So there is no automatic widening to the surface on the east. To create this widening, simply use an additional feature line on the east boundary.
