Fixing rescaled survey points

The document I'm working on is a finished layout by another engineer but the areas I'm pulling off the document are about half of what they're supposed to be. Apparently she somehow altered the survey data and shrunk the relative size of the plot. I need to find out how to fix this and rescale the drawing to the appropriate size to match the real survey data. Does anyone know how to do this?
