File Open and File Save As commands not working in Civil3D 2018

civil3d 2018 : file open and file save as not working

Having major issues with some basic commands such as 'File Open' 'File Save As' 

The dialogue box does not open and requires that I input file names at the command line.

Please help!

Set FILEDIA to 1

When you don't get the file dialog box. You can enter at tilde (~) to activate it.
