I took a peak at your drawing, looked responsive to me so I could not replicate what you are experiencing which leads me to leave it might be a hardware or may be an installation bug on your machine. but in any case, I wanted to share with you some good practices to think about.
- I noticed that you tend to leave all the civil 3d object data on, typically you want to have no display styles, a drawing is more responsive when the object data is set to no display rather than having the data set to a visible styles then freezing the layer. this is especially true with surfaces because you do not want to have all those TIN lines and surface points of all the surfaces being processed all the time.
- Points and point labels also could be something you could set to a no display style when you don't need to see it
- Surfaces definitely should have boundaries, your proposed grade surface have extraneous triangulation because you don't have a boundary. these tin lines are not only inaccurate but also result is additional unnecessary computer processing.
- I like the fact that you have your grading feature lines in a site, you seem to have an extraneous site in there as well, so may be want to delete empty sites
- If you feel like you have many unused civil 3d styles in your drawing, it is good practice to purge them using the purgestyles command, it might help and you can always bring them in again.
