If you pound the E-A-S-Y button you can do it this way.
<<If you have an appropriate coordinate system, assign it. Shapefile's typically have a projection file. Assign one to your drawing. Do it now. That way, others who use use your shapefile will know the native Coordsys of your new data. Not informing others the native Coordsys of your data is a no-no and will likely generate whispers behind your back.>>
To create a shapefile the DOWN-N-DIRTY way, follow these steps:
1. Click Create Blocks from COGO Points. Image-1.

2. When creating the blocks, select 'All Points' for the Select Point Groups part of the creation process. Image-2.

3. Select all objects in modelspace. Using your uploaded drawing, there will be 186 new blocks (which were just created) and 186 cogo points OR a grand total of 372 objects. As you already know, AutoCAD will ignore the cogo points when you perform the MAPEXPORT procedure, so at this point, make like AutoCAD and ignore the 186 cogos too. Image-3.

4. On command line enter MAPEXPORT. Name your shapefile (e.g. give it the name of your dwg file) and save it in a subfolder of your project folder. Image-4.

5. For the Selection Tab, make your selections as shown. Notice that even though 372 objects were selected, 186 cogo points were Filtered Out or ignored. Image-5.

6. Next, for the Data Tab, make your selections as shown. Image-6.

7. Finally, for Options Tab, click OK at the bottom of the command window to complete the MAPEXPORT procedure. Image-7.
<<Note: If you assigned an appropriate Coordinate System to your drawing, then it would appear here. You may keep that assigned coordsys 'AS-IS' you don't need to convert it.>>
