To give a little background on my specific issue. At the time of the occurrence I was using 2018 Map 3D with a Carlson survey plug-in and the ArcGIS for AutoCAD 400.1 plug-in. I was forced to restart my system due to a VPN issue. After the reboot the ArcGIS plug-in no longer loaded and I would receive the same error message at the start of this thread. I attempted uninstall and reinstall of each program, starting with one and then also all of them together. I tried using the ArcGIS 400.2 and would receive the same. At times the plug-in would partially load to the point I could see it in Map 3D but could not use it. We tried resetting Map 3D to default settings and even ran full diagnostics on my system. None of the above resolved the issue. In the end, IT ended up completely wiping my computer and reimaging. We then installed all new programs and loaded 2018 Map 3D, Carlson survey and ArcGIS for AutoCAD 400.2 plug-ins. All systems work as they should now.
My easiest option may have been to upgrade to 2022 Civil 3D and eliminate the Carlson & ArcGIS plug-in. However 2022 Civil 3D requires ArcGIS 10.8.1 and my company has not made the upgrade to support this yet. We do intend to later this year and at that time I will most likely upgrade as well.
