Editing Layer States - Deleteing xref layers

Hello All-

I have a base file with xrefs "overlayed" not attached and they are also "unloaded".

I would like to create a layer state that does not contain any xref layers. In Autocad (not civil 3d) I am able to do this my editing layer states and using the delete layer, However in civil 3d it will not save after I delete the layers.

Any suggestions? We need to be able to keep xrefs in base files (not detaching them) as well as be able to edit in civil 3d.

I have attached a jpg of the "Edit Layer State:" window with the delete layer button highlight for reference.

Curious- when you edit have you been clicking save then okay? - this will not save your edits

Or edit and then ok ? - this saves your edits

From Layerstate manager:

Click Edit to open layer list

Delete Xref Layers

Click OK to return to Layerstate manager main dialog

DON'T CLICK SAVE. EVER. Click Save causes the Xref layers to return.

Click Close to close Layerstate manager dialog.

Restore state as needed.

You can export an LAS to have a saved version of the layerstate.

Kinda Goofy but it kinda works.

No, hotfix didn't seem to fix anything.

You can install it and see if it does anything for you.  If you have ServicePack3 the hotfix should be included, but you can try it.

It just requires replacing and single dll file.

If  you don't have your service packs installed I'd highly suggest don't that. Doesn't seem to fix this problem but it's good to do.

Other solution seems to be upgrade to 2017 or 2018
