Drawing Units Issue

I have a CAD file that the drawing units is in inches. I've tried to change it to feet by editing the UNITS. I want the drawing unit to be in decimal and the insertion scale to be feet even though I've changed the insertion scale to be FEET and keeping the drawing unit to be DECIMAL, I'm still drawing liens in inches. What i want is that when i type in 10 it'll be 10 feet not 10 inches (which is what it is currently doing)

Any thoughts on how to make hte drawing units in feet?

below picture is the what I've set the units to be and it's not working.

Thanks

Command: EDITDRAWINGSETTINGS > Units & Zone tab > Drawing Units > set to Feet.

The fact the drawing is set to Inches raises the question, what template was used to start the dwg?

After fixing the Units it may be necessary to insert this dwg into a suitable Civil 3d template file.

Use Edit Drawing Settings (Settings tab of Toolspace, right-click the drawing name), change the Drawing Units to Feet.

You might need to scale existing objects by 12.
