We have two primary templates (.dwt's) that we use for drafting, one is setup for decimal and the other is setup for architectural (for details). The drawing units setup in those templates are listed below:

When we create a new drawing from these templates using Civil3D 2019 the drawing units always revert back to the below settings. When we create a new drawing from these templates using "Civil3D as Autocad 2019" everything works as intended and the drawing units setup in the templates are maintained.. Any ideas on why this is happening?

Are you using the QNew button, or are you creating it by selecting your template file. The paths must be set up in your OPTIONS to point to the correct template file. Otherwise, it will use the OOTB template file.
We are creating the drawings by selecting our template file. Our paths are setup to point to our decimal template for QNEW.
For the situation I have described above we created the drawings by using File > New, then selecting the correct .dwt.
Do you or your company have any lisps such as acad.lsp or acaddoc.lsp that run when you start a drawing that could be setting the drawing units?
Civil 3d does not/can not work in architectural units. You are doing it the right way by using the Civil 3D as AutoCAD profile.
First time I have ever heard that and we have not had issues in the past using Civil 3D to draw details in architectural units. We do not use any Civil 3D tools in the architectural template, just straight drafting for details.
This also does not explain why the drawing units in our decimal template are changing when creating a new drawing from that template.
AutoCAD's Units settings don't control everything in Civil 3D. Check your Ambient Settings.
tcorey - thanks for the response. Your reply got me to look into additional locations where units are controlled. It looks like "AECDWGUNITSSETUP" did the trick.
Once we modified the settings in "AECDWGUNITSSETUP" both template files displayed the correct units in Civil3D.
